Senior Engineer - Stormwater
Overview:
KeenLogic is seeking a Senior Engineer (Stormwater) to support our team with one of our government clients. This position supports Washington Headquarters Services (WHS) in delivering Facility Environmental Compliance, Planning, and Resiliency Technical Support across Department of Defense (DoD) facilities.
The role focuses on supporting stormwater compliance programs across DoD facilities, ensuring adherence to federal, state, and local regulations, including MS4 permit requirements and accordance to PWS section 5.1.3. Responsibilities include coordinating with regulators and operations staff, supporting low impact development and best management practices to meet TMDL goals, and conducting compliance assessments and audits. The position also involves preparing technical deliverables such as Stormwater Pollution Prevention Plans (SWPPPs), permit applications, reports, and design review comments, while maintaining documentation and tracking regulatory requirements to ensure ongoing compliance.

Required Qualifications:
Active Secret clearance
Bachelor’s degree in civil or environmental engineering and 10 years of relevant work experience
Master’s degree in civil or environmental engineering and 8 years of relevant work experience
Active Engineer in Training (EIT) certification or Professional Engineer (PE) license
Required Work Experience:
Supporting compliance with the municipal separate storm sewer system (MS4) permits at the federal, state, and local levels
Supporting low impact development, best management practices, and pollutant reductions for total maximum daily loadings (TMDL)
Meeting with regulators and operations staff to coordinate stormwater compliance at the facility level
Preparing reports, presentations, databases, permit applications, permit compliance documentation, design review comments, and all associated regulatory documentation
Performing internal stormwater compliance assessments and auditing
Preparing Stormwater Pollution Prevention Plans (SWPPP) and conduct updates as needed
Preferred Experience:
Experience with the DOD Chesapeake Bay Program, responding to data calls and tracking requirements
Experience with LDA permits
Experience with BMP maintenance programs
